CALCULATING THE INTERMODAL
FUEL SURCHARGE (IFS) COMPONENT

To calculate in advance the next IFS Component adjustment:


1. Obtain the weekly DOE Weekly Retail On-Highway Diesel Price Index by accessing the Department’s web site, www.doe.gov. Click “Energy Prices and Trends,” then “Gasoline and Diesel Prices,” then “On-Highway Diesel Prices,” then “Weekly Retail Prices” and use the U.S. price figure.

2. Average weekly retail on-highway diesel fuel prices from the USDOE web site over a 13-week period, to construct each new calendar quarter IFS adjustment as follows:

Sep-Nov prices = Jan 1 adjustment
Dec-Feb prices = Apr 1 adjustment
Mar-May prices = Jul 1 adjustment
Jun-Aug prices = Oct 1 adjustment

Please note that calculations made earlier in the monthly period will be less reliable.




3. Calculate the Intermodal Fuel Surcharge Component

It will be adjusted monthly based on diesel fuel price trends as shown above, according to the matrix below:

  (Note: As the above table shows, from the time that the IFS was introduced TSA has used the original BNSF baseline of $1.24 per gallon as the zero threshold past which an IFS is applied. Thus $1.24 per gallon of inland fuel cost has been absorbed by carriers and can be considered as already embedded in base freight rates.)
